On May 25,2016, the District adopted a process for prequalifying contractors and subcontractors consistent with the applicable provisions of the Public Contract Code Section which requires the District to prequalify general contractors and mechanical, electrical, and plumbing subcontractors for:

  1. public projects using state bond funds and involving a project expenditure of $1 million or more, 
  2. lease-leaseback project regardless of the funding source and project expenditure.
  3. job order contracts awarded pursuant to Public Contract Code Section 20919.20, et seq.

Individual Project Notices (Notice to Bid) will clearly state when pre-qualification is a requirement.

California Uniform Public Construction Cost Accounting Act


Notice is hereby given that the Hayward Unified School District invites all licensed contractors to be included on the District’s list of qualified contractors for informal bids for all trades on construction projects between $45,000 and $175,000, for the 2017 calendar year by submitting the following information:


1.Contractor name and address to which bid notices should be mailed;

2.Telephone number at which the contractor may be reached;

3.Type of work in which the contractor is interested and currently licensed to perform;

4.Class of contractor’s license number(s) held;

5.Contractor’s license number(s) for each type of work;

6.Department of Industrial Relations Registration Number;

7.Fax number at which the contractor may be reached; and

8.E-mail address at which the contractor may be reached.


Contractors may register on the Hayward USD website.  A contractor may have his or her firm added to the District’s Contractors Bid List at any time by providing the required information at:  http://www.husd.k12.ca.us/purchasing, select ‘Vendors – Public Works’ from the left column, scroll to CALIFORNIA UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT and CLICK HERE then enter information on the form. Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the contractor’s and subcontractors’ current registration with the Department of Industrial Relations to perform public work.  If awarded a Contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project.


The Hayward Unified School District Board of Education reserves the right to accept or reject any or all informal bids, waive any non-material irregularities, and be the sole judge of the merit and responsibility of participating contractors.
