Student Information & Assessment Center (SIAC)

About SIAC

Our guiding mission at SIAC is to ensure that parents are informed about their child’s language proficiency level in English, so that their children are appropriately placed in the best HUSD program. The SIAC consistently strives to provide a well-articulated Secondary ELD Plan as well as the implementation of the Office of Civil Right (OCR) Agreement.  


The Student Information Assessment Center (SIAC) assesses students who are entering the California Educational System for the first time and whose parents have indicated that there is another language other than English spoken in their home. Students are then assessed and as a result may be English Language Learners (ELLs).


Students are assessed annually on their English Language skills using the California English Language Development Test (CELDT). In addition, students are given a primary language assessment to assess the level of oral proficiency as well as mastery of their reading and writing skills in their primary language.
