HUSD School Board Appoints New Trustee
Posted 2/8/21

Hayward, CA – The Hayward Unified School District’s Board of Education appointed a new trustee at their February 5, 2021 special board meeting. Gabriel Chaparro was appointed to the vacant seat after a unanimous vote. He will be sworn in at the board’s next general meeting on February 10, 2021.

A vacancy on the board arose when former HUSD Trustee Dr. Luis Reynoso was elected to the Chabot-Las Positas Community College District Board and re-elected to the HUSD School Board. Government code and education code prohibited  Dr. Reynoso from serving on both boards because the offices are incompatible due to conflicts of interest and loyalty.

The situation forced the HUSD School Board to declare a vacancy and move forward with an appointment process as it’s laid out in its bylaws. A total of 29 candidates applied and after they were vetted for eligibility, candidates were interviewed at a special meeting on February 3, 2021. The top eight candidates then advanced to a more in-depth interview process that took place at the second special meeting on February 5.

Mr. Chaparro emerged as the board’s choice after deliberating over the candidates that ranked highest as a result of their initial application and both public interviews. The board also considered the overwhelming amount of public comments shared by the community via email and via Zoom at both special meetings.

“The HUSD School Board is pleased that Gabriel Chaparro will be joining the governance team at such a critical time for our district,” said Board President Dr. April Oquenda. “His background in education, his investment in the youth of our community, and his commitment to equity makes him an ideal addition to the school board.”

Chaparro is the STEM Center Equity Director at Chabot College and  a current PhD student.  He earned his MA from the University of the Pacific in educational administration and leadership, and his bachelor’s degree from Cal State Hayward in physics—with a minor in music. Mr. Chaparro was at one point a credentialed science teacher and taught chemistry, physics, and leadership at Hayward High School (his alma mater).

The new appointee will hold office until the next regularly scheduled Statewide General Election for governing board members, which will take place on November 8, 2022.
